A deck is said to be more "powerful" if given as a gift, or passed down from one generation to the next. More over, a deck that is made by hand, and then passed down, is going to be even more "powerful" than others.

One of the greatest skills is called "Feeling" the cards. Once you are familiar with the meanings, and the artwork of the cards, it is said you can simply get impulsive feelings from the cards, based on the question asked. Some even claim to see movement in the artwork when providing a reading. Tarot is an art of both knowledge and instinct.
